CSA Naming and Shaming Website

Who thought up the website "naming and shaming of non-payers" by the new CSA (CMEC)? Actually, I’ll rephrase that - who approved it?
This has to be one of the silliest ideas that I’ve heard for a long time. What are they thinking? That people will go to the CMEC website and spot people they know?
One problem with this plan - why would people be going to the CMEC website in the first place? Do they think people going to casually go online and check on their friends? Of course not - they’ve got better things to do with their lives.
As for the "shaming", if parents aren’t paying for their children’s upbringing, does anyone think they care what a few townspeople think?
It’s one of the more stupid in a host of stupid recent ideas. I want to know who has time to think these things up.
Allow separated parents to claim tax credits just like everyone else and the CSA debt mountain would dissapear overnight!
