Smith said she agreed with all 21 recommendations made by the ACMD except its recommendation that cannabis should not be upgraded.
The ACMD report is called Cannabis: Classification and Public Health (2008). In other words, the main point of the report was to determine what classification it should be.
The whole point of classification is to determine harm. It takes a boatload of arrogance from the Home Secretary to think that as an ex-teacher with a degree in philosophy and politics, that she can better determine this than a professor of pharmacology.
